Generally, dogs do not need to be kept on a lead in The Green Park but it is the owner's responsibility to keep the dog under control.

On-lead areas: Dogs are not permitted in the Memorial Gardens in front of Buckingham Palace. Dogs must be on leads on Horse Guards Parade Ground. In all Royal Parks dogs are excluded from children's playgrounds and toilets and must be on leads near roadways and near water.
