Off-lead rules

Off-lead allowed

Official land or licensing authority
keep your dog under control at all times ... your dog must respond if you call it when it's off the lead ... You can be fined if your dog isn't under control and either hurts, annoys or disturbs other Heath users, or if it damages the Heath.

cityoflondon.gov.ukChecked 19 July 2026

This is the evidence for off-lead rules at Hampstead Heath Parliament Hill and Kenwood circuit. It was read from cityoflondon.gov.uk on 19 July 2026.

The City of London Corporation's Code of Conduct for Dog Walkers requires dogs to be kept under proper control and recallable, rather than on lead, across the open Heath.

On-lead areas: Dog walkers must not allow dogs to go into playgrounds, fenced nature conservation areas, or into ponds except at designated dog swimming sites with floating barriers. Formal landscapes and sensitive locations such as sports pitches require dogs to be on lead at all times. Dogs must be put on lead when instructed by City Corporation staff or where a notice indicates.
