Generally, dogs do not need to be kept on a lead in St. James's Park but it is the owner's responsibility to keep the dog under control.

On-lead areas: Dogs are not permitted in the Memorial Gardens in front of Buckingham Palace or the fenced-off grass area around the perimeter of the lake. Dogs must be on leads on the footpath around the perimeter of the lake and on Horse Guards Parade Ground.
