This is the evidence for off-lead rules at Waterlow Park and Highgate Cemetery edge. It was read from camden.gov.uk on 19 July 2026.Camden's dog control PSPO imposes no blanket lead requirement in parks - the only Camden site named as on-lead throughout is Hampstead Cemetery. Dogs may be off lead outside the listed exclusion areas.
On-lead areas: Dogs are not allowed in these areas within Camden's parks and green spaces: children's play areas, fenced sports areas, multi-use games areas (MUGAs), nature conservation areas, flower beds and planted beds, outdoor gyms, water features, and picnic and community food growing areas. Waterlow Park contains a nature conservation area and ponds, so those exclusions apply. You could receive a GBP 100 on-the-spot fine if you fail to put a dog on a lead when requested.
A Public Spaces Protection Order applies here. Camden operates a dog mess and dog control PSPO covering streets, housing estates and Camden-managed parks and green spaces. It does not apply in parks not managed by Camden such as Hampstead Heath, Regent's Park or Primrose Hill. The exact dates of the order currently sealed are not verified.

Notes
Waterlow Park is not itself named in the PSPO; the off-lead permission follows from the absence of any blanket lead requirement in Camden parks. Open 7.30am to dusk. Formal terraced gardens, a park cafe at Lauderdale House, six tennis courts, playgrounds, ponds and lawns, and toilets. Car park not verified. Coordinate from Wikipedia infobox.
